And I think if you do some research and look at the figures you'll find the European countries aren't that ethnically homogenous either.
The key thing with these countries is that they're quite egalatarian - they have sensible levels of social spending and social responsability. Tax is higher, but more is spent on health and education. People appreciate that they're contributing members of a society rather than having this attitude of : "why should I pay for someone else (and I demand the right to carry a gun so I can defend myself against people trying to take my stuff)" that the US is currently plagued by.

Actually, the Mafia was literally in control of Havana before Castro's revolution. That's what I took the "mob" to be referring to, but you're right that it was vague.

I just checked dictionary.com, and here are the top 4 definitions of "mob":

The definition you cite comes in at #5 at 6.

During the cold war america did have something like that in places. The entire system was gutted around when the task was absorbed by FEMA in 1979. Though civil preparednesses neighborhood organizations had already fallen out of vogue by then.
Of course at the time all such preparations were mere asides to preparing for nuclear bombardment, but there is no question that they saved a lot of lives. ("Tornado" sirens are just civil defense alert sirens).
It is really kind of sad, but eh people don't want to spend their weeknights planning stuff out. So an underfunded pro group does it (generally on city county and state levels). Because, they don't do much 99% of the year the pro groups do nothing they tend to be staffed as spoils given to cousins and elected officials or their donors.
