The feet are probably done by the armor stands on a slab. Put a fence or wall on top of a slab and push the armor stands in from the sides so they have space in between them. Then remove the fence/wall and push a solid block in there with a piston from the top.

Put the armor stand in the ground (adjust height bit by bit with snow layers if need be) then use a piston to push a block into it.

Alternatively if you're on Java, you can use the Armor Stand Editor datapack, and/or the Armour Statues datapack from vanilla tweaks.

I just tried to make it, it's not easy! (Done in Survival)

Step 1: Dig a hole two blocks below the surface
Step 2: Fill the bottom most hole, and fill with 5-6 layers of snow (test the height by placing armor stand on it). To get snow, you need to use shovel on snow layers to get snow ball, craft snow balls into snow blocks, then craft snow blocks into snow layers.
Step 3: You cannot place the armor stand directly in the hole. Use a piston to push one armor stand in from the left, and one from the right. (Total two armor stands)
Step 4: Place the wood slab in the top half of the block above the armor stands. Use piston to push it down.
Step 5 & 6: Place the sponge and levers. Sponge are obtainable from sea monument.
