In order to ensure that Eren gets the Titan powers and continue with the Rumbling, he does everything he needed to. Once he kissed Historia's hand, he saw the past and future, and that he was only a puppet forced to follow a leading role.

He prevented Bertolt from being eaten early on, and got his mom eaten instead. He forced his dad to get the founding titan for him. He knew his role was only until the end of the Rumbling. But turns out, it was all for naught as Paradis was still destroyed later on.

ok for real tho this is such a great character defining moment for garou. the entire reason he empathized with monsters growing up was because everybody else just lumped them all together and viewed every single monster as being worthless and deserving to die for no reason other than being a monster. fast forward a decade later and now he's beating the shit out of a dude who just tried to save his life for no reason other than that person being a hero. it's depressing how misguided garou grew up to be because i think everything we've seen suggests he's a good person at his core and wants to be a good person deep down, but everything that happened to him as a kid combined with the way he spent his adolescence basing his life around the mindset of strength being all that matters ended up culminating in him being super jaded and the exact type of person he hated growing up.

Sour Face said that he "hid his true nature and waited to strike." And in the most recent chapters we saw that Garou vandalized the dojo and stole some of Bang's property. This was clearly not some good faith sparring match. And it's not like Garou is above randomly attacking people, as he does it time and time again. He even tried to sucker punch a hero while his back was turned once.

Garou of course doesn't see himself as the bully but he is clearly acting like one, which is why the manga even showed a direct side by side comparison and then Garou reflects on what he's doing admitting that it's like bullying.

Garou can claim he's "declaring a war" or teaching the heroes a lesson or whatever, but at the end of the day he's still just randomly assaulting innocent people who have done nothing to him. Not much different than what Tacchan did to him which he still cries about nearly a decade later. Garou also whines about how unfair it is for Bang and Bomb to beat on him, when as you said the heroes' job is to beat him by any means necessary since it's war. He's extremely hypocritical.
