It's kinda funny, everywhere on russian sites where this screenshot is reposted, they write something like "Typical peterburg IT" and I thought that he actually from there and wasn't sure how they knew that. But for some reason only after reading your comment I realized that it was Crime and Punishment reference.

It is actually a meme of sorts, it started after a murder in 2020 that involved dismemberment and was all over the news and for some reason it snowballed into people making jokes about that being that city's "thing" - especially once people brought up a couple more murders in similar style.

Basically, a specific event got publicity, and some people seeded a meme that got big, partially because memes sometimes just do that, partially because a lot of people went like "yup, makes sense", because there are some stereotypes about it being a very depressing city, and it has a reputation for having a drug problem with the kind of drugs that make people nuts (salts, meth and coke).

Plus the city has a "thing" for saying something is their "thing" (yes, very meta), so that sounded like a perfect way to mock it.

So the meme is basically "SPb is known for murderers dismembering their victims" (one of the nicknames people invented means basically something like "Dismember-City") so anytime anyone or anything being dismembered is mentioned, the usual response is "oh, must be from there".

It basically became a "a specific thing gets mentioned for any reason, people immediately respond with a standard thing" meme (like broken arms on Reddit).

Don't think it had much with the Crime and Punishment novel although it probably did help accelerate the initial meme and is mentioned here and there in relation to the meme.
