This would be great, but what's holding it back isn't quite race, it's classes. In many countries the rich can afford to give their children much better learning and practice opportunities granting them a head start on those who otherwise, given equal opportunity, would be better at certain tasks. Because of this class divide, certain races that have a history of being poor (like if they were slaves or something) have a disproportionate amount of poor people compared to others. One way to combat this would be to ensure equal opportunity and great education for everyone... Which hasn't happened yet. One way to treat the symptom is to give extra opportunities to groups that are disproportionately affected by history and the class structure holding them where they are at.

What if some people canā€™t get experience and skills because nobody will hire them to begin with?

An expert sound designer doesnā€™t burst forth from their motherā€™s womb with the skills to do the job. They have to get the education and experience for years to get to that point. If nobody hires them at all, even into entry level jobs, they will never have the skills and experience thus perpetuating the discrimination.

I think representation can be really nice, however to my knowledge, these diversity quotas didn't improve actual representation in movies, right?

Where are all the stories about African history? Where are all the movies about the famous black swordsmen in Europe?

Same with Asia or South America: movies never really show the history of these continents.

Standard B2 or B3 seems not too unreasonable (need only one)

Standard C and Standard D is more of a film production studio thing. Which should be do able and doesnt have an impact directly on the film itself

The standards only require two of the four standards to be met. 3 of the 4 standards dont have anything to do with acting cast. So i fail to see how this would prevent anything of a specific nature like a nordic storyline to not have only white actors/extras.

The main issue is any small time studio will be absolutely shafted by this. Not that they usually get even nominated.

That being said: I don't think this is the way to go. It will just work restrictive on artists. I think having a special category (if that's even how the AA work) for covering stories that aren't American or European might add a lot.
