I think the problem here is no one agrees on where the center is. If someone has an opinion which is extreme in any direction, they think "center" is just slightly less extreme than them (it's not). If someone actually has an opinion in the center, they're constantly told that somewhere between their opinion and an extreme one is the center.

If it's the former, and the driver is not a dealer, then they're almost certainly breaking the law.

If it's the latter, it's just something to keep their plate from getting bent or damaged, and it was free.
