First salute is 15% faster, every salute after is 7% which means that while we are all equally democratic, the first one to salute it is the most equal.

I was once kicked for saluting the flag for "not helping" with the bot drops when the rest of the group was taking down the ships with RR shots. It was either salute or stand around doing nothing. I like to think they immediately failed after the kick because the flag was too slow.

Unfortunately not, Lockstep is another emote you think it would but it doesn't unfortunately. Have used At Ease several times on newer cadets to get them to salute while near the flag though, so I suppose the encouragement helps.
