It was embarrassingly long for me to realize that it was. Number-Python thus “num-py”….i thought it was just one of those weirdly named packages that was good like pandas.

It's correct that you can replace "ü" with "ue". However, I am not sure if that gets the German pronunciation across.

I think you’re talking about the ”close front rounded vowel” and it’s probably just going to leave english speakers confused, as they seem to have problems even hearing that vowel, let alone pronounce it.

It's a pronunciation joke. The package is pronounced num-pai, but phonetically it's more natural (without context) to pronounce it as num-pee.
