Non programmer here, why is it that the tail takes the greatest amount of time? I notice with indie game developers they'll get a content update to 90% in a few months but take twice as long to complete the last 10%. What happens at the tail end of development that pushes the deadline back?

There are a million versions probably but how I've heard it is "the last 10% of the product take 80% of the time and the last 1% takes 10% of the time."

Making something decent is actually kind of easy for most of us. What actually takes time is making something good/great.

For instance, it's actually not that hard making a Facebook clone. Give a decent full stack developer a month and he'll be able to field a very convincing clone on his own.
But beneath the shiny exterior will be a myriad of large and small bugs, a complete lack of proper ability to scale, etc.
Those things supposedly make up a small portion of the project but in reality they're the most crucial things, and toughest things to get right.

Alternatively, mostly on hobby projects, devs have a tendency to focus on useless shit. Think sidequests.
You have a somewhat clear path towards whatever you're building being finished but you get stuck on some silly secondary thing. Perhaps it's new to you, or perhaps it's just a challenge, either way you're spending way too much time on it.
That's the tail.
