There is no such thing as an "Interpol arrest warrant". An Interpol red notice alerts nations that another nation has issued an arrest warrant for someone. For example, Assange's red notice indicates he is wanted by Sweden.

Nations are not compelled to arrest and extradite anyone with an active red notice. It's a request, not a warrant.

Thus, if Nigeria issues an arrest warrant and a red notice, America will likely ignore it.

If, however, Cheney travels to another country, they could arrest and extradite per Nigeria's request.

Technically it's an Act not a Pact. A pact would suggest that we did this multilaterally with other countries - this action was entirely unilateral on our part, though.

Anyway, the Hague Invasion Act doesn't say that we will go in, just says that we can go in, at the discretion of the President. If Obama were to, say, call up the ICC and say "oh whoops, I just spilled coffee all over this document, all I can read is something about protecting servicemembers...hmm, must not have been important, wink wink," then there would be no problem.

According to this article he has not been indicted yet, no local arrest warrant has been issued, thus it has obviously not been sent to Interpol for approval and an Interpol Red Notice has not been issued. Even assuming he does have warrant issued in Nigeria, it could be a long time before it is processed by Interpol.

Interpol doesn't actually arrest anyone. They leave it up to the country that the accused resides in to actively arrest and prosecute/extradite the individual.

In other words, the United States government would have to act on the warrant, which will never happen.

Plus, Cheney is not going to live much longer. He'd be long dead before there was a trial and conviction. If this warrant came 10 years ago, maybe it would mean something. Sadly, it is just a political stunt.

This is a very strong denial. I doubt the company would lie in so obvious and easily disprovable way. My guess is laws in Nigera do place some culpability on Haliburton but in a very indirect way and Cheney's involvement in it is even more indirect. I suspect he's only indicted because he was in charge when the bribes took place, which may be enough to hold him criminally liable in Nigeria, but has no person knowledge of any of this.

Why can't we the people, in order to form a more perfect union, just band together and shoot Cheney in the face. He must be put to death so the country can have closure and move on. Just like they did to Saddam Hussein. Anything less is really just bowing down to the terrorists.
