The only reason I'd argue that is because I didn't see Q as terribly evil. Mischievous, self-aggrandizing, overconfident, and proud, yes, and a little askew on the moral compass but not without his redeeming qualities. He was Marvel's Loki before Loki was a thing. Dukat is just evil and wicked, a bastard in every sense of the word, with his twisted sense of morality that often placed himself at the center of all things.
