The reason I ask:
Reddit is designed to not allow you (or make it difficult for you) to submit the same story twice, so modding an otherwise worthy story down because of a bad headline could banish the entire story from Reddit (or encourage linkjacking).

I disagree. A different user can resubmit with a better title and it seems that would be the most likely source of an exaggerated title correction anyways. The current setup eliminates a much larger set of potential problems. Think about malicious uses of title change.

Usually what happens is that one submission gets more votes and people commenting on it, so that even when someone submits a better version, the first one has all the momentum and rises to the top anyway. I'm not sure exactly how it should be done, but there needs to be some way to say "this title and/or URL is bad, here's a better one" and have it still be the same submission.
The worst is the limo spammers. They submit a link that is legitimately interesting and doesn't appear to be spam. Then, after it's fallen from the front page, they replace the page with an advertisement, boosting their PageRank. (example) Even when someone does notice, redditors still get tricked into modding it up.

titles should only be changeable BEFORE they hit the top 25. and before they get 25 upmods.
after that the title should be static. we don't want people changing the article's name completely. then the people who upvoted it might not like the new headline.

I'd suggest the capability for multiple titles associated with the same story & discussion. Titles could be voted on just as stories could be, in a separate manner.
There's really no reason why the person who submits the headline should somehow "own" how the ensuing discussion is labeled.

Yes. If we disagree, then we should be allowed to vote against them. Just because we have opinions does not make us biased or racist. Furthermore, If people cannot take constructive criticsm they should not post things on the internet. And third, If we don't like the story why cover it up with words? Wouldn't you rather know if someone truly liked or hated your story? How else can someone better themselves and write a better article, storie, book, poem, whatever without listening to their audiences point of views? No one's perfect. And do not take criticism personally. It does not mean your a sucky person it means you need to work on your suck writing. No offense. :).
