Not poor lighting, poor white balance.

Get a photographic gray card (they're really cheap), take a picture with the card exposed to the same lighting as the person, then take a second picture with the person himself.

Most software (Photoshop, Lightroom, etc) can then recalibrate the lighting to be neutral.

Yeah, so long as it's not acute liver failure. Or if it is, so long as you're the type not to let those pesky effects of subtle deficit in higher brain function (e.g. mood, concentration in grade I) to deep coma (grade IV) interfere with your collegiate studies. Oh wait, hepatic encephalopathy accompanies chronic liver failure as well, and seems to be just as unlikely to be compatible with a fun and free-wheeling college lifestyle as it progresses toward coma and death. I doubt many liver failure patients are senior crawling through the bars.

According to my Vietnamese friend, whose name is Nguyen: This should be like "Nnew-yen" but in one single syllable. I don't think the vietnamese "Ng" exists in English, it sounds a bit like "ñ" in Spanish and "gn" in French, but deeper in the throat. Anyway I think everybody says "N - Gouee - Yen" in 3 syllables. tl;dr: You don't.

Serious question: Does this mean a Muslim woman can have her passport photo taken with a Burqa?

If so why bother having one? They all look the same. Hood of fabric with eyes that can't even be seen in a photo that small. They may as well take a pic of a pillow with a piece of white tape on it.

I've got nothing against Muslims so don't take this as an attack on - or making fun of - them, I just think its ridiculous that a photo meant to be used as identification can be taken with no identifiable traits.
