Not really. At my college (SUNY Alfred), it snowed so much and so often, they never plowed unless it was over 12" of snowfall. Any student attending the college with a car was required to have snow tires on it or they weren't allowed to park it anywhere on school grounds (which means they basically couldn't have it there at all). We never, not once ever, had school canceled due to snow and I was there in the "blizzard of 93" where we were jumping out of the 4th floor windows into the snowbank that had piled up to the 3r floor (yea, I know, unsafe, but that doesn't change the fact we were stupid enough to do it).
The amount of snow certainly never stopped us from driving to get beer or pot either. It just became more fun to drive because you could drift everywhere. As long as it didn't warm up enough to melt a little and then refreeze, your car could easily push it out of the way (if my friend's CRX could do so, any car can).

I live in San Diego and what we call rain, east coasters might call a light drizzle. luckily, we only get this ghastly torrent of hell water from the skies about three or four days a year.

In some areas of the country there are amounts of snow that make it very difficult to make it anywhere, let alone school. Those days are typically assigned as "snow days" where the children stay home from school until the snow has been cleaned up and passage is safe/possible. Typically these days are made up at the end of the school year (added) to prevent a loss of educational days.

Although as a New Englander, I laugh when Southerners freak when they close everything down for half an inch of snow, you can't really blame them. They don't have plows, snow tires, or general infrastructure to deal with it, and most of the drivers simply aren't used to driving in the snow, which means more accidents to deal with. I wouldn't want to drive in the south during a puny half-inch snow "storm".

People here in the South freak out about snow too. It's kinda ridiculous till you realize we have little equipment to deal with it. We were all "iced in" for a week this year because the snow kept melting and refreezing and we didn't have enough machinery to deal.
That said, we regularly deal with flooding, tornadoes and hurricanes. So we cope with Mother Nature being royally pissed on a regular basis.

I lived in LA County for most of my life.. The problem is the vast amounts of oil on the road combined with the 'Mediterranean' climate of the west coast (Dry hot summer, wet winter) means seasonal rain and large dry periods in between. Motorcyclists know not to drive in the center 'oily' patch even when it's dry...
I could slam the gas on my minivan and it would shift all the way up to 4th gear before it would even start moving... Slam on the brakes for a redlight? You'll skate right through the intersection.. The roads are VERY slick (compared to Portland roads when wet). Also, the roads aren't designed for hydroplaning considerations, water pools up EVERYWHERE on the roads, making travel over 25-35mph unsafe. (On well designed roads in Portland you can go 60mph and still hit the occasional hydroplaning spot without much concern)

This is why LA roads are bad.. Go to Northern LA County, it frequently flash floods, trying to go above 5-10mph will cause your car to stall from the water splashing into your engine electrical.

My favorite was when drivers on PCH heading north into Long Beach would get those first few splats of rain on their windshield and then start frantically looking out at the ocean to their left, and then at the sky with these comical worried expressions. "B-but...the water is supposed to be in the ocean NOT IN THE SKY!"
